In 1999 Russian economy adopted the path of post-crisis rehabilitation. The 1998 crisis � besides its obvious negative effects � had explicitly positive consequences: the creation of adequate economic stimuli for enterprises; production revival through import substitution; and, financial stabilization. By the end of 1999 it had become evident that the nation's economic situation was gradually return to normal and that it was necessary to look for solutions that would allow the Russian economy to adopt a path of stable development. This was exactly the time when Russian leading bodies and the expert community became aware of the need to design the strategy of Russia's future development; to assign priorities to socio-economic policy; and develop specific implementation arrangements. |
